Method I

Slope of the given line = -coefficient of x/coefficient of y=-2/3(m)

slope of the parallel line also -2/3

The parallel line passes through (-1,2)

Equation of the line =(y-y1)=m(x-x1)

(y-2)=-2/3(x+1)

3y-6=-2x-2

2x+3y=4

Method II

Any line parallel to 2x+3y+1=0 is of the form 2x+3y=k

This passes through (-1,2)

2(-1)+3(2)=k

k=4

The required equation is 2x+3y=4
