 {3x}^{2}  = 8y

We can write this as

 {x}^{2} =  \frac{8}{3}y = 4( \frac{2}{3})y \\  \\

So, from this equation we get

a =  \frac{2}{3}  \\

on comparing with standard form,

 {x}^{2} = 4ay \\  \\   \boxed{y =  \frac{ - 2}{3}}
