Given line : y = 3x + 10

The equation of perpendicular line will be like : y = -1/3 x + c.... (1)

Here, given that the perpendicular line passes through the point (-9,-9) where x = -9 and y = -9

From equation (1) :

=> -9 = -1/3*(-9) + c

=> -9 = 3 + c

=> c = -12

So, the equation of line will be :

y = -1/3 x - 12

=> 3y = -x-36

=> x + 3y + 36 = 0
