A line parallel to another has the same slope.  So you know the slope of the line you are looking for has to be 2.  The new line is now y = 2x + b.

You need to find b to have an equation.  You have an (x,y) set that has to be true in the new equation.  So put the (3,1) in for x and y and solve for b.

Then put the y and x back into the equation as variables, and use the slope of 2 and the value you found for b.

Didn't want to finish it; you'd miss all the fun!  Seriously, though, let us know if you have any problems.
