a/c b=2a-----(1)
for finding any line equation we should must slope and one point
so slope =(0-b)/(a-0)=-b/a
from (1)
slope =-2
now equation of line
=> (y+3)=-2 (x-1)
=> y+3+2 (x-1)=0
=> y+2x+1=0
