Explanation:

as the line is passing through interaesection of the given line with y - axis ..i.e. x = 0 then put it in given line ,you get , y= -8/3 , now( 0,-8/3 ) will satisfy the peprpendicular line as this one us passing through . so put xand y in eq.( 1 )

0 + 4* -8/3 +c = 0

c = -32/3 , now put the value of c in same equation , so the eq of perpendicular line be 3x +4y -32/3 = 0

i.e. 9x +12y -32= 0
