Answer:

Let y = mx + c be tangent of circle .

It's centre is (3 , 3) , radius = 4

Perpendicular from centre to the tangent must be equal to radius

Line y - mx - c = 0 , point =( 3,3 )

Use formula

 \frac{ |3 - 3m + c| }{ \sqrt{1 +  {m}^{2} } }  = 4 \\  \\ (3 - 3m + c) {}^{2}  = 16(1 -  {m}^{2} ) \\
