=> -3y = - 5x - 1

=> 3y = 5x + 1

=> y = (5/3)x + 1/3

slope m1 = 5/3

as the other line is perpendicular to this line, then product of their slope is - 1

m1 × m2 = -1

m2= - 3/5

therefore equation of line passing through 4, -3) and perpendicular to 5x - 3y + 1 = 0

=> y - y1 = m(x - x1)

=> y + 3 = - 3/5 (x - 4)

=> 5y + 15 = - 3x + 12

=> 3x + 5y + 3 = 0
