As the slopes given straight lines 3x + 2y -1=0 is -3/2 and x-3y+2=0 is 1/3 and are unequal , hence they are not parallel. Hence no such equation of straight line can be found which is passing through (2,3) and perpendicular to both of the given straight lines.
