Answer:

9423 is not a perfect square because of we cannot write it as a square number

(ie)

=>4 is a square number because 4 an be written as 2^2

=>5 is not a square number because 5 cannot be written as a natural number written in square form

To find the nearest perfect square:

Eg :627

First think logically that 20^2 =400 and 30^2=900 there fore the number lies between 20^2 and 30^2

then try 25^2 =625 which is 2 less than the question therefore this is the answer

like wise for your question

9423:

90^2=8100

100^2=10000

there fore the number 9423 is between 90^2 and 100^2

then try 95^2 =9025

the 95^2 is more closer than 90^2

therefore 9423 lies between 95^2 and 100^2

let's take 96^2 =9216

the number 9423 lies between 96^2 and 100^2

let's take 97^2 = 9409

this number very closer than other digits this number (9409) is only 14 number smaller that 9423

that's why the answer is 14
