l = r*theta

theta is the measure of central angle in radian that the arc subtends at centre of circle

theta = 120° = 120*π/180 radian

= 2π/3 radian

so length of arc

l = 14*2π/3

= 14*2*22/(7*3)

= 88/3 cm

perimeter of sector = l + 2r
