Imagine you are at the centre of a circle of radius 5280 m. 
The circumference is 2 x pi x 5280 = 33175 m. 
There are 360°. 
33175 ÷ 360 = 92.15 m 
1' is 1/60 of a degree. 
92.15 ÷ 60 = 1.54 m
