Or 
arrange the number in ascending or descending order
that is 
      10,12,12,13,13,13,16,17,18,19,24,27,28,28
and the middle term gives the median but in this case there are 2 middle numbers so
              16 and 17
 now we add these and divide it by 2
       
              33/2 = 16.5
     so the median is 16.5

median means the middle term so there will not be 2 middle terms
so we add and divide by 2
the answer getting we will not be in the list of numbers given but it is the answer according to the formulae
