By AM-GM inequality we have
\cos^2\Phi+\sec^2\Phi>2\sqrt{\cos^2\Phi\sec^2\Phi}=2

Thus the minimum value is \boxed{2} and this is achieved when \Phi=n\pin\in\mathbb{Z}
