According to me..

The missing number is 4.

In first picture..

$5 \times 2 + 2 \times 2 + 4 \times 2 + 3 \times 2 = 28$

in this way....

in the second picture..

8÷2 +(?)÷2 +4÷2 +8÷2 =12

and the value of ? = 4
