It is known that atomic number of sodium (Na) is 11. Therefore, number of electrons in Na^{+} is 11 - 1 = 10 electrons.

Also, the atomic number of fluorine is 9. Therefore, number of electrons in F^{-} ion is 9 + 1 = 10.

Therefore, neutral atom in the periodic table which has 10 electrons is neon (Ne).
