let the numbees of balls be x

as the volume remains constant so

4/3πr^3=4/3πr^3

4/3π gets cancelled

64/1=x

so 64 balls can be made

4\3 πr3 is the formula

divide the larger by smaller ie

(4\3π 4*4*4)/(4/3π 1)= 64

hense 64 sphers can be made

hope its helpful mark as brainliest frnd
