Neon is the odd one out as others are not stable neon is an inert gas it doesn’t react with anything and that is because neon’s octet (last shell which has electrons) is complete it’s electronic configuration is k-2,L-8 . The other don’t have their octet complete and so they react with others to form ions and fill their last shell hence they are reactive too hope you understand :)
