r = 2.1 m
circumference of a circle = 2πr
therefore
 = 2 \times  \frac{22}{7}  \times 2.1 \\  = 44 \times 0.3 \\  = 13.2 \: m
therefore the circumference us 13.2 m
therefore ¾ circumference
 =  \frac{3}{4}  \times 13.2 \\  = 3 \times 3.3 \\  = 9.9 \: m
9.9 + 2.1 + 2.1 = 14.1 m

therefore the perimeter is 14.1 m
