peimeter \: of \: a \: rectngle \\  = 2(a + b) \\  \\ here \: a = 10 \times \frac{1}{2} cm \\ b = 4 \times \frac{1}{4} cm \\  \\ perimeter \:  = 2( \frac{21}{2}  +  \frac{17}{4} ) \\  = 2( \frac{42 + 17}{4} ) \\  =  \frac{59}{2}
