68 cm. Use pythagores triplet on half length of diagonals to get a side. And multiply it by 4

 Given, Diagonal = 16/2 = 8cm
 Given, Diagonal = 30/2 = 15cm

 = 8^2+15^2 = s^2
 = 64+225 = 289 = s^2
s = 17

Perimeter of rhombus = sum of all sides = 4 *17 = 68 cm
