A leap year includes one more day. If a leap year begins with a monday, its last day will be a tuesday, its 53rd. In order to have 53 sundays and tuesdays, a year must contain at least 367 days. Since there aren't enough days in a leap year to have both 53 sundays and 53 tuesdays, the probability is zero.
