Before we substitute the value, by remainder theorem:

The value is itself divided by x-\frac{1-3i}{5}.

5x-1+3i does give the same remainder. If we multiply 5x-1-3i to it:

(5x-1)^2+9=25x^2-10x+10

And this gives the same remainder.

Divide by 5

5x^2-2x+2

Now let's use division algorithm.

(5x^4-2x^3+7x^2-2x+1)\div (5x^2-2x+2)

→Quotient x²+1, remainder -1

Therefore, the value is -1.
