circumference = 2\pi \: r
17.6 = 2\pi \: r
17.6 = 2 \times  \frac{22}{7}  \times r
r =  \frac{17.6 \times 7}{2 \times 22}  =  \frac{28}{10}  = 2.8
hence radius =2.8 cm

Circumference = 17.6 cm
2 π r = 17.6
r = 17.6* 7/44
r = 2.8 cm
