so radius = r = 14 cm
so circumference = 2πr = (2 × 22 × 14)/7
                                   = 88 cm
so diameter = 2r= 2 × 14 = 28 cm

so ratio = 88 : 28
            = 22 : 7

Similarly,

circumference = 2πr = 2r × π
              Diameter = 2r
Ratio =  2r × π : 2r
Cancelling the 2r

Ratio = π : 1 = 22 : 7

ratio of circumference and diameter is = 2πr : 2r
                                                       = 2πr/2r
                                                       = π
                                                       = 22/7
                                                       = 22 : 7
note:the value of π is not exactly equal to 22/7
