Multiplying both side by 4.

 \frac{2}{3}  \times  \frac{4}{4}  =  \frac{8}{12}

Now multiplying both side by 3.

 \frac{3}{4}  \times  \frac{3}{3}  =  \frac{9}{12}

Now multiply both rational number by 10.

 \frac{8}{12}  \times  \frac{10}{10}  =  \frac{80}{120}

 \frac{9}{12}  \times  \frac{10}{10}   =  \frac{90}{120}

taking one rational number between 80/120and90/120.

 \frac{81}{120}

converting to decimal 81/120 =0.675
