As, V(cone)=\frac{1}{3}\pi r^2\times h

where r and h is the radius and height of the cone.

and also, given cylinder and cone having same base radii and same heights.

V(cylinder)=\pi r^2\times h

Ratio=\frac{V(cylinder)}{V(cone)}

        =\frac{\pi r^2\times h}{\frac{1}{3}\pi r^2\times h}=\frac{3}{1}

Hence, Ratio of their volume is 3:1
