remainder when f(x) is divided by 3x+2 or x+ 2/3 is equal to f(-2/3)
so: f(-2/3) = 12 *(-8/27) - 13 * 4/9 + 5 *2/3 + 7
= 1
remainder when f(x) is divided by 3x+2 or x+ 2/3 is equal to f(-2/3)
so: f(-2/3) = 12 *(-8/27) - 13 * 4/9 + 5 *2/3 + 7
= 1
