According to formula force is inversely proportional to square of distance and dielectric constant says,'K'.
which implies:-
F1/F2=(r2^2)*k2/(r1^2)*k1
1=(r2^2)* 4( k2=4*k1)
Dielectric is 4 watt to air vaccum)
1(1)*1
(r2^2)=1/4
r2=1/2
