R1 and R2 are in parallel, as the current gets divided b/w two branches.

1/R' = 1/10 + 1/15

1/R' = 3+2/30

1/R' = 5/30 = 1/6

R' = 6 ohm

Now,

R3 and R4 are in parallel,

1/R'' = 1/30 + 1/20

1/R'' = 2+3/60

1/R" = 5/60 = 1/12

R" = 12 ohm

now R' and R" are in series,

R'+R" = 12 + 6 = 18 ohm
