since the circuit is complete and this  battery is connected across a resistance there will be a flow of current

the value of current flowing in circuit is given  as 100mA

now we know the Ohm's law applying it we get;

V=IR { V is voltage source, I is current in circuit, R is Resistance}

4 = 100 X 10^-3XR

R = 40Ω

Hence the value of resistance be get is 40 ohms.
