The diameter of the wheel is 88 cm so the circumference is

pi d = pi x 88 = 276 cm which is 2.76 meters.

Thus in each revolution of the wheel the point travels 2.76 meters. The wheel makes 200 revolutions in a minute and there are 60 seconds in a minute so the wheel makes 200/60  revolutions in one second.
