and Square root of 529 is 23

 \sqrt{5929}  = 77 \\  \\  \sqrt{529}  = 23
So
The value is
 \frac{ \sqrt{59.29} -  \sqrt{5.29}  }{ \sqrt{59.29}  +  \sqrt{5.29} }  \\  =  \frac{7.7 - 2.3}{7.7 + 2.3}  \\  =  \frac{5.4}{10}  \\  = 0.54
