$\frac{22}{7}$*7*r=308

22r=308

r=$\frac{308}{22}$

r=14m

Surface area=2πr (h + r)

=2*$\frac{22}{7}$*14(3.5+14)

=44*17.5

=770

Surface area=770$m^{2}$
