Take 2/3x² common from inside the bracket, and then it'll be:
(2/3x²)^9 [(1 - x/2)^9]
Now use Binomial expansion in (1 - x/2)^9
And remove all the terms with "x^18", so that when it will be multiplied by the (2/3x²)^9 it be "independent of x"
