quite simple. Earth is divided into 360 degrees of longitude with 24 hours time difference between any two arbitrary longitudes that are separated by 360 degrees. That means for 360/24 = 15 degrees/hour. The time difference is positive when moving towards east, so at 45E it is 45/15 = +3 hours or 3 p.m. However it should be noted that this only indicates solar time and not the local time which is related to the time zone of the country lying on this longitude and each of them follows the zone of their choice.
