The total surface area of a cylindrical pipe of thickness 2cm, having extern diameter of pipe 21 cm and length 3 m is 19.815 m^2.

1) The surface area on the top and the bottom of the cylinder is

2 * (pi) * ( 10.5^2 - 8.5^2) = 238.76 cm^2

2) Total surface area = surface area at the top and bottom + surface area along length. = 238.76 + (pi) * 21 * 3000 = 19.815 m^2
