={(23+4)^2/3+(140-19)^1/2}^2
={(27)^2/3+(121)^1/2}^2
={(3^3)^2/3+(11^2)^1/2}^2
={3^2+11}^2
=(9+11)^2
=20^2
=400

Answer:

\boxed{\sf{400}}

Step-by-step explanation:

[ ( 23+2² )⅔ + ( 140 - 19 ) ½  ] ²

==> [ ( 23 + 4 ) ⅔ + ( 121 )  ½ ] ²

==> [ 27 ⅔ + ( 11² )½  ] ²

==> [ ( 3³)⅔ + ( 11 ) ] ²

==> [ 3² + 11 ]²

==> [ 9 + 11 ]²

==> 20 ²

==> 20 × 20

==> 400

The value is 400
