hey mate,

 {3}^{2x + 3}  = 1

 {3}^{(2x +3 )}  =  {3}^{0} {by heat trial

when \: the \: base \: are \: same \: the \: power \: are \: also \: equa

2x + 3 = 0

2x=-3

x=-3÷2

Here,we have to find out the appropriate value of x

Given expression,

 \sf{3 {}^{2x + 3}  = 1 }

CONCEPT:

We know that any number to the power of zero is one

Implies,

If a is any number,

 \sf{a {}^{0} = 1 }

Thus,

3 ^{0}  = 1

Substituting it in the given expression,we get:

 \sf{3 {}^{2x + 3} = 3 {}^{0}  } \\  \\  \implies \:  \sf{2x + 3 = 0} \\  \\  \implies \:  \boxed{\sf{x =  \frac{ - 3}{2} }}

The values of x would be -3/2
