Answer:

a=3

b=1

Step-by-step explanation:

If (x+1) is factor of given polynomial

x=-1 satisfy it

Put x=-1

 { - 1}^{4}  + a( { - 1})^{3}  - 2 ({ - 1})^{2}  - 3( - 1) + b = 0

1-a-2+3+b=0

a-b=2 (1)

If x-1 is factor

x=1 must satisfy the polynomial

Put x=1

 {1}^{4}  + a( {1})^{3}  - 2 ({1})^{2}  - 3(1) + b = 0

1+a-2-3+b=0

a+b=4 (2)

Add 1 and 2

2a=6

a=3

b=1
