 {3}^{3}  - a \times  {3}^{2}  - 13 \times 3 + b = 0

27 - 9a - 39 + b = 0

 - 9a + b = 12 \:  \:  \:  \:  \: .......(ii)Solving eq.(i) and (ii), we get

a =0, b = 12
