For Parallel line the slope of each line is equal.
Formula for the slope of line is M=(y2-y1)/(x2-x1)
Now calculating the slope;
M1- (0-(-8))/(3-(-5))=8/8=1
M2- (a-3)/(4-6)=(a-3)/(-2)
M1=M2
Means
(a-3)/(-2)=1
a-3=-2
a=-2+3=1

Answer:
by slope formula =y2-y1/x2-x1=m1
put value of (0-8)/(3-(-5))=m1
:m1=8
for m2 value =y2-y1/x2-x1=m2=a-3/-2
m1=m2
1=a-3/-2
-2=a-3
a=1
