3 +  \frac{2 \sqrt{3} }{3}   - 2 \sqrt{3}  \\  =  \frac{9 +  2 \sqrt{3} - 6 \sqrt{3}  }{3}  \\  =  \frac{9 - 4 \sqrt{3} }{3}  \\  =  \frac{9}{3 }  -  \frac{4 \sqrt{3} }{3}  \\  = 3   -  \frac{4}{3} \sqrt{3}
comparing \: 3  -  \frac{4}{3}  \sqrt{3} \:  with \: a \:  + b \sqrt{3}
We get,

a = 3 \: and \: b =  -  \frac{4}{3}
