Solution:

if 2x+3 is a factor of given polynomial ...

so,

x= -3/2, exit this polynomial .

so ,

put value of given polynomial

2(-3/2)³+9(-3/2)²-(-3/2)-b=0

=>2(-27/8) + (9/4) +(3/2) =b

=>b= -27/4 + 9/4 +3/2

=> b = (-27 +9+6)/4

=> b= -12/4

=>b = -3
