2x+3 =0.
x = -3/2
2x^3+9x^2-x -b
Now putting x = -3/2
2(-3/2)^3 + 9(-3/2)^2 +3/2 - b =0
2(-27/8) + 9 (9/4) +3/ 2 = b
-54/8 + 81/4 +3/2 = b
Now taking L.C.M
-54 + 162 +12 /8 =b
108 + 12/8 = b
120/ 8 = b
b = 15
So, the value of b is 15✔✔
