For parallel lines ,
a1/a2 = b1/b2 is not equal to c1/c2
Going on with the equations ,
4/2 = 6/-k is not equal to -1/7
On cross multiplying ,
-4k = 12
k = -3

Hope that helps.

Answer:

4x+6y-1=0

=> 2x+3y-1/2=0

another equation

2x-ky=7

=> 2x+(-k).y-7=0

for parallel lines coefficient of x and coefficient of y are equal

so, here -k=3

=> k = -3
