Answer:

if the eqn has no solution, it means that;

a1/ a2=b1/b2=c1/c2; Now

a1/a2=2/3 and b1/b2= k/-5. Now equating both , we get;

2/3=k/-5

-10=3k

Hence ; k=-10/3
