3^m ÷ 3^-5= 3 ^ 8
so
a^m÷a^n
m-n
m-(-5)=8
m+5=8
m=3

3 {}^{m}  \div 3  {}^{ - 5}  = 3 { }^{8}

3 {}^{m - ( - 5)}  = 3 {}^{8}

3 {}^{m + 5}  = 3 {}^{8}

Now on comparing powers

m + 5 = 8

m = 8 - 5

m = 3
