The only cause we were able to answer this question is because (-2)^2m, where m is an integer, is raised to an even power.

Hence

(-2)^(2m) = 4^m

and

2^(9-m) = 4^((9-m)/2)

Therefore,

m = (9-m)/2

2m = 9 - m

m = 3
