( - 4) {}^{2m + 1} = \frac{( - 4) {}^{3} }{( - 4) {}^{ - ( - 2)} }


 ( - 4) {}^{2m + 1} = ( - 4) {}^{3 - ( - 2)}


( - 4) {}^{2m + 1} = ( - 4) {}^{5}


2m + 1 = 5


2m = 5 - 1


2m = 4


m = \frac{4}{2}


m = 2
